Associate
Richard El-Rassy is a native of Brazil, but grew up in Orlando, Florida. Mr. El-Rassy attended the University of Florida, where he received a B.A. degree in Business Administration with a minor in Italian Studies. During his time at the University of Florida, Mr. El-Rassy completed internships with U.S. Senator Marco Rubio of Florida, the Office of the Senior Advisor to Secretary of State John Kerry, and The Heritage Foundation.
Mr. El-Rassy received his J.D. from George Mason’s Antonin Scalia Law School, where he served as a Notes Editor of the National Security Law Journal. During law school, Mr. El-Rassy completed an internship at the Federal Trade Commission, and clerked for criminal defense and plaintiff-side personal injury firms. Mr. El-Rassy served as a political appointee in the Department of Education’s Office of the General Counsel prior to joining Mark Barnes & Associates in January 2021.
At Mark Barnes & Associates, Mr. El-Rassy has an expanding practice in regulatory compliance matters relating to the Gun Control Act, the National Firearms Act, explosives laws, and import-export controls. Mr. El-Rassy is fluent in Brazilian Portuguese and Italian.
Mr. El-Rassy is a member of the District of Columbia Bar and Virginia Bar.
